Potential $10 Billion Data Center Agreement Announced by Silver Companies and STACK Infrastructure

Interior of data center.The Silver Companies and STACK Infrastructure announce an agreement to build as many as 8-12 data centers in the City of Fredericksburg. This partnership was a direct outgrowth of City Council’s direction to staff last summer to further analyze and study the potential commercial by-right development of large swaths of undeveloped land in the City known generally as Celebrate Virginia South. The City’s work led to the crafting of a 250 +/- acre Technology Overlay District (TOD) on private land that the City of Fredericksburg has envisioned for more than three decades as economic development potential.

This buildout is contingent on final entitlements, a negotiated water services agreement with City Council, and Dominion Energy’s delivery of new transmission power to the site. This envisioned buildout advances one of City Council’s stated priorities, and does so with robust environmental controls. Studies have indicated that this land use could produce, at full buildout, upwards of $60 million in local annual revenue at completion.

The City Council advanced the TOD unanimously on First Read after a Public Hearing on February 25, 2025.  Second read of this ordinance, and related measures, is planned for March 11, 2025.
